Position: Team Lead – Emergency Hub, Eastern Flood Response

Context:

The incumbent will be responsible for the overall coordination of the emergency flood response in Noakhali, Feni, Lakshmipur and Cumilla districts under Chattogram division. It includes field-level implementation, coordination with local administration and government, UN agencies, clusters, other I/NGOs, administrative and financial management of the hub, and monitoring and reporting response activities.

Task description

Under the direct supervision of the Head of Field Operations, and within delegated authority, the National UN Volunteer will undertake the following tasks:- 

• Effectively plan and manage WFP emergency operations within the targeted districts for emergence response; 

• Represent WFP in the field and maintain close liaison/collaboration with local government authorities, government agencies, international and local NGOs, UN agencies, clusters, civil society, beneficiaries, and other partners; 

• Coordinate and monitor the effective implementation of field-level activities, particularly cash for work and livelihood activities so that daily operational issues are timely resolved to prevent any potential risk or delays. 

• Ensure that allocated resources are used efficiently and are in line with agreed plans, and any deviations are reported to the Field Operations/Country Office. 

• Facilitate and guide cooperating partners’ staff to conduct Community Risk Assessment (CRA) and develop Risk Reduction Action Plans and get the authorities' necessary ap-proval. 

• Ensure extensive and frequent presence at project areas, cash-for-work sites, communi-ty consultation/mobilization, cash agent points and centres. 

• Review the response progress and report to Field Operations daily. • Ensure that the recommended control mechanisms for cash distributions are in place. 

• Ensure the safety and security of WFP staff, operations, equipment and vehicles in the operational areas by complying with WFP security management policy. Close communi-cation with the WFP security unit for necessary guidance for any security issues. 

• Any other relevant tasks assigned by the supervisor.

Required experience:

10 years of experience in the below areas of expertise: 
• Experience in managing emergency response and preparedness activities. 
• Exposure to field operations, preferably in an emergency. 
• Sound experience in gender-sensitive programming and programming that empowers women and girls; experience in inclusion of people with physical or mental challenges. 
• Experience of analyzing local political situations and assessing risks accurately. 
• Experience leading a small to mid-size team to ensure the effective delivery of objectives. 
• Participation in a government/partner negotiation within the area of focus.

Master degree or equivalent in Social Science, Economics, Development Studies, or any relevant discipline
